Nigeria's remarkable new Museum of West African Art (Mowaa) has ended up in the center of regional political struggles during the week it was expected to – but failed – to open its doors to the visitors for the first time.

The Grand Vision

The 15-acre campus stands in the center of the Edo state capital, capital of the southern region of Edo – and contains an excavation site and buildings created by celebrated dual heritage architect Sir David Adjaye, best known for the National Museum of African American History and Culture that began operations in Washington in 2016.

It has been 60 months in the creation – and is envisioned to honor both the past and the modern times of cultural innovation in the locale known for the historic artworks, artworks stolen from the city's royal palace by British troops in the 1800s.

Setup and Prospects

It is impressive – and ahead of the anticipated opening, Mowaa was energetic with employees committed to demonstrate it is a venue that can match established cultural centers in the Western world.

Within conservators meticulously revealed artworks from safety materials, checking each piece and taking meticulous records before positioning them on display surfaces and stands.

Specialists adjusted climate control systems. In the materials science laboratory, personnel calibrated devices designed to preserve centuries-old items.

Investment and Economic Plans

The initiative has been the concept of businessman Phillip Ihenacho – now Mowaa's managing director.

"I aim us to have a substantial economic benefit on local residents in the vicinity," he told journalists, adding that he wanted to make Benin City "a cultural destination."

Mowaa, a not-for-profit national foundation, aims at creating in excess of 30,000 work positions and adding over $80m annually to the local cultural industry through alliances and programming.

Investment and Administrative Problems

It has needed $25m to get here – capital collected from various donors, such as the international partners, the UK museum and the local administration.

But now the local government has revoked permission from under it – canceling the occupancy of the site on which the facility was constructed.

An government communicator stated this was because in the initial documents it had identified as the Edo-named institution – and it had subsequently eliminated "the state identifier" from its name.

Protests and Political Intervention

This announcement was preceded by protests on recently, when people stormed the complex calling for it be called the Museum of the Benin Kingdom.

A rowdy crowd confronted overseas dignitaries at the museum before the launch – compelling them to be hurried away under police escort.

National leader Bola Tinubu has even become involved to attempt to settle the tensions, creating a special task force to do some damage control.

Administrative Challenges

But why has this turned into so controversial – and such a reputation problem?

The majority of it comes down to internecine rivalries at a local state level, as it was the ex-administrator Godwin Obaseki – whose governance concluded recently – who was a major backer of the initiative.

And it appears the administration of the current leader, a close ally of the area king, referred to as the traditional leader, may desire increased control in the venture. The protesters on the weekend, for instance, were insisting that the museum be positioned under the authority of the current Oba.

The Benin Bronzes Controversy

This brings into focus the contentious issue of the cultural artifacts, one of Africa's most renowned cultural treasures.

Because though the institution does ultimately open, these objects will be conspicuously absent.

They are metal, ivory and wooden carvings that once embellished the king's residence of the ancient kingdom before colonial troops took them in the colonial era during a military operation.

Repatriation Campaigns

Their repatriation has become one of the most debated debates in the worldwide cultural sector. Approximately 150 have now been returned – and more are expected to return.

When plans for the museum in Benin City were originally proposed in recent years, the influential figures on the country's cultural sector anticipated it would become their perfect venue – a modern complex to show them off to the world.

But the situation became complicated recently after the central administration stated that the royal leader would be the proper guardian of returned objects – and the monarch's court advocated for a facility under the king's authority, contrary to the preferences of the former governor.
